Setting:
The year is 1943. World War II is in its fury. Pearl Harbor has been attacked, US forces are now fighting in Europe...

The setting is very similar to the real world at that time... for most people, even, it might have been rather similar. But in Bucky's world, there are other forces at play. Some of those won't be brought to easy attention for a long time yet. Others are already in play.

For one thing, one extra man has earned the trust of Adolf Hitler as a part of the Inner Circle. His name is Johann Schmidt, a brilliant scientist of his own right, and his ambitions and reach outstrip even the Fuhrer's. He relies heavily on science to give him personal and overall prowess, establishing the organization Hydra (the Reich's 'research division') to be personally loyal to him, assist in furthering his goals, and provide his personal army when the time comes for him to make his move to take over the world. Not assisting Hitler. But taking from him, as well.

One of the ways in which Schmidt sought power was enhancing himself into becoming superhuman, a superior man who can inherit and wield power left behind by the gods. He used the research of Dr. Abraham Erskine into a serum that enhances the person it has been injected into - making the scientist work for him by telling him that he's holding Erskine's wife and children, who were supposedly in a camp at a location unknown to Erskine, their lives in danger. When Agent Thirteen of the British Secrets Service informs him of the fact that they have already died of typhus in Dachau, three years prior, he leaves with the knowledge of his serum, ending up in the USA. (More on what he does there later.)
Details in this paragraph have been drawn from the Marvel tie-in comic Captain America: First Vengeance and are therefore not marked as headcanon.

By the time he leaves, Schmidt has already injected himself with the serum. According to his creator, the serum did exactly what it was supposed to do, enhancing everything, the result reflecting no Erskine's failure, but Schmidt's as a human being. Because when Schmidt injected himself with the serum, he did become superhuman - faster, stronger, more durable than any human can be - but it cost him great physical pain and his human appearance, as well. He parted ways with humanity, indeed. There was little of a living person with a soul in the merciless, ruthless, single-minded pursuit of his after power and dominion. He came to be called the Red Skull.

But his ambitions do not end there. He is not satisfied with personal superiority - no. Johann Schmidt wants to rule the world. And, for that, he seeks powers that are not limited to science. At least, not Earthly science. He follows legends, myths, what other people would call fantasies and he believes based in fact that people refuse to believe. That is how he locates the Tesseract, an artifact with an outworldly origin, the jewel of Odin's crown. (One of those things that will not come into play until later. Other than the Tesseract itself, that is.)

While the artifact has various abilities (that include becoming, or powering. a portal between worlds), what Schmidt primarily uses it for is a power source. And it is a very great power source. With it, Schmidt and the head of the research for Hydra, the scientist Arnim Zola, create weapons that are far beyond the firepower than either the Axis or the Allies have at that point. Weapons that completely obliterate their targets.

Meanwhile, however, the weight of that development does not go entirely without balance on the other side of the war. The Strategic Scientific Reserve is an Allied effort made up by the best minds of the free world... or so Colonel Phillips puts it. It is the organization that Dr. Erskine transferred his work to, assisted by another (much younger and somewhat more technology-oriented) genius, Howard Stark. Together, and with the resources of the SSR, they come up with a procedure that would make Erskine's serum work properly.

And, after knowing what happened to the first test subject of the serum, Erskine also chose the man for the improved procedure to be first tested on. Steve Rogers. A small man, deemed physically unfit on account of the various ailments (starting with asthma and going down the alphabet) he has - but a good man, brave, and not willing to quit, no matter how hopeless a situation may be.

The experiment is infiltrated by an agent of Schmidt, who blows up the research and shoots - and kills - Erskine, putting a stop to the dream of an army of supersoldiers... but it is successful. Steve Rogers becomes the superior specimen that Schmidt had wanted to become... keeping the heart of a kid from Brooklyn who can't stand bullies and never backs down from a fight, no matter how unfair.

So while World War II wages on various fronts, there is one that never enters the history books that we know. The struggle of one man, Steve Rogers, Captain America, backed up by his best friend and a small, stupidly brave team, against Hydra. Against a fate of the world that might, possibly, be even worse than what it would be, under Hitler.

Personality:
The defining traits of James "Bucky" Barnes are loyalty and courage. He is loyal to his country and the cause of freedom and democracy; even slightly more than that, he is loyal to his friend. And when he believes what he's doing is right, he has the courage to face odds that are overwhelmingly against him.

Steve Rogers and Bucky met when Bucky was six and Steve ten. Two orphans who grew up together Brooklyn. In many ways, they were opposites, with Steve being idealistic, contemplative, and intellectual (to go with his weaker physique) and Bucky boisterous, brash, energetic. Steve is the kid who gets picked on - because he won't stand down for bullies - while Bucky is big and strong and fought because he wanted to fight. He had no desire to become a bully himself, but it had not occurred to him to stand up against them until he saw Steve standing up against the much stronger crowd, and then Bucky chose to stand by the skinny kid's side.

Bucky is also a guy to easily turn the heads of women, and that's not only because of his looks - which he does have - but also because he is easy, outgoing, yet at the same time masculine and with enough of an edge to not be seen as meek. And he does like the attention of the dames.

Nearly opposite, but not quite. Steve and Bucky match in courage, though to begin with, that is easier to overlook in the bigger, handsomer Bucky. His internal compass about right vs. wrong is also good enough to recognize the kind of guy Steve is, rather than dismiss the small, skinny, sickly, almost freaky-looking kid out of hand. He becomes Steve's protector when Steve gets into situations over his head - frequently enough. He also doesn't overlook Steve for his fun times, eventually with girls - he tries to set him up, as a friend, even though the efforts are repeatedly wasted as women don't really notice the scrawny young man. Bucky keeps on trying, anyway. He wants his friend to have his share of fun, because he knows just how hard Steve works for each day he's up and about.

The friendship between Steve and Bucky is absolute, warm, and yet also complete with the obligatory manly bickering. They are young guys, and they banter with each other words that almost sting, but are meant without malice and accepted without bile. When the news about Pearl Harbor comes and they both want to join the fight, Bucky is the one who believes in Steve, letting his friend talk him into helping him train for physical aptitude. In that, Bucky pushes hard - and while he is not gentle, he never shoots Steve down, never attempts to make him give up. A demanding, but good instructor.

And then Bucky is shipped off to Europe to the front of World War II, and the next time they meet, the dynamic between them changes, because Steve has changed. Instead of the skinny kid that Bucky knew and protected, now he is big, buffed up supersoldier who saved him and nearly single-handedly destroyed enemy installations. Instead of the invisible friend that people ignored, now Steve is in the spotlight, his talents, courage, and intelligence recognized to the point where Bucky fades by his side.

But instead of bitter because of that, instead of unhappy and poisoned by the change of roles, Bucky remains by Steve's side, supporting him the best ways he can. Watching his back, refusing to leave him behind when the situation is dire, encouraging him to keep on doing things his way.

Because while Steve's appearance and his role in the world has changed, the person Steve is hasn't. Bucky knows his friend, and knows exactly the kind of man he is, and wouldn't choose to be anywhere other than by his side. Even when that means killing people who never see him aiming. Even when it means taking a slide into an abyss on a single rope to catch a ten-second window in which he and Steve and one other can get on the roof of a speeding train. Even when it means putting his life in danger because Steve thought they could achieve an objective that nobody else believes in.

Even when it means losing his life.

So this is Bucky Barnes. Brave, loyal, not the most learned, but sharp and quick-thinking all the same; charming and easy, and still thoughtful and dangerous. Able to have fun and take from life what he wants, but also fully aware that not everything is about him, and able to take the second - or even much further-back - position without hating those in the lead who are worthy of it. A guy who, if you've won his trust, will have your back no matter what, no matter when, and no matter where.

And beside all this, by the canon point he is from, he is a soldier who's been seasoned by various battles for over a year and a half, as a normal soldier and a specialized missions one, by having been captive and having been rescuer, by having been tortured and having killed. And by having saved, always fighting to save and protect lives of the people who didn't have the opportunity or ability to do it for themselves.

He is far from perfect. His weaknesses include being quick to rush into situations that he might not necessarily be able to handle; the fact that he's far less educated - or looking for education - than his friend. He is well trained and experienced, but he is also nothing more than human. He has chosen to follow, rather than to lead, and some of his perceptions may sometimes be limited by Steve's own blind sides (although he tries to cover those for Steve).

In the end, he doesn't see himself as anything special. He never tried or asked to be anything special - a guy from Brooklyn, a soldier who gets to fight for the right thing. But he got to fight alongside somebody who was special, and striving to not let Steve down, in the fact that he stepped up to kind of missions his friend led them into, is a mark of distinction itself.

EXTRA QUESTION:
Considering that his last memory is dropping from a fast train running along the side of a mountain, Bucky will believe the 'between life and death' aspect of the situation. He will accept it, although he will certainly be surprised. He is far less of a believer than Steve, but he did have certain expectations of the Beyond, and Chinese-like shapeshfters on the back of a turtle... are not it.
But, since he believes to have no control over the situation any longer, he will roll with the punches, trying to fit in the unexpected place he's come to, learn about it, see what he needs to do there in order to go on.

In-Character Samples:
Third Person:
"Well -- I'd say it's walking pneumonia.... except contusions and broken ribs have taken care of the 'walking' part. If Fritzie makes him work tomorrow, I guarantee he won't last the shift."

Bucky heard the words all too clearly. He wished they could have been hazy on something, but the Georgian's honesty undercut the gentle fingers of the examination. This... was this what was going to happen? The voices of his cellmates faded in and out as they discussed his fate tomorrow, but Bucky just gritted his teeth. He couldn't even cough, now, it hurt too much.

Was that what Steve had felt, all that time? Couldn't breathe, couldn't do anything about it... The thought of his friend, safe back home. It helped focus him again. Steve Rogers never gave up, and damned if he was going to, either, no matter what the prognosis was.

He blinked around their kennel to realize that in the brief moment he'd zoned out, the situation had changed. Instead of a handful of people tossed in a cell in such a situation as to keep at each other's throats (last night had been a good fight, too, the memory faintly amusing), now they were planning on wasting one of the officers. Together.

For him.

If his chest could clench any tighter, he was sure it would have. Because he'd only known some of them overnight. but he had no doubt they could pull it off.

Or maybe it did, because he passed out before he could tell them anything. Even not to call him Jimmy. It was a bad habit of Dugan's.

He came to when they were all pushed back in the cell, rough, but they didn't seem to be bothered by it. He'd been out that long?

"Hey-- hey, Jimmy. That kreep Lohmer ain't gonna bother you - or anyone else - no more. They can't tell it wasn't anything other than old equipment, so we just gotta go without rations for a week."

He should have spoken last night. He should have told them to be careful, or something like that. Steve wouldn't have let them go and do it for him without him, God damn it, and suddenly he was so very angry, at the fact that he couldn't even thank them, because that would be admitting he'd been afraid; at them, because they'd done it without him, at himself. Mostly at himself, he could barely drag himself to sit upright...

"Blast it, Dugan, you Dum-Dum, how many times I gotta tell you - no one, and I mean no one, calls me Jimmy."

"Your Mama named you James, didn't she?"

"James Buchanan Barnes. That's why they call me Bucky."

And now he was even more pissed off that it was the best he could come up with. Fucking pneumonia. He could barely hold his thoughts together. But... anger was a fuel.

So the next day he did get up and struggle through two thirds of his shift. Then he got into a fight with another Fritz.

He was singled off for special attention by the mad scientist by the end of the day.

Network:
[The video pickup shows Bucky - still in (drying) WWII US military clothing (winter jacket off, it is too warm for that) - with an uncertain expression on his face, but still a smile playing over it.]

Good evening. Does this thing work now? I am kind of new at this expanded typewriter - excuse me, console - thing. And this is what I wanted to ask - if anyone is better acquainted with them, would you help a soldier out? It seems I am having trouble explaining how I know about other items of technology, but not this, to the locals...

[The confusion deepens. The only other-than-actually human creature he has seen was Schmidt, and he was far from friendly. So this situation is a bit uncomfortable and strange. Though he is used to at least try to be polite.]

I mean the Kedan.

Anyway. What exactly is it used for? What can it do. This kind of thing.

Thanks in advance, eh?

[And he fumbles to stop the recording.]
